John C. Rogers, President

Mr. Rogers has over 30 years of experience in the public finance industry. Prior to founding Arbitrage Rebate Counselors in 1996, Mr. Rogers worked as an investment banker at Dolphin & Bradbury, Inc. in Philadelphia, PA and financial advisor at Penn Capital Advisors, Malvern, PA.

Mr. Rogers has completed arbitrage calculations for virtually every sector of the public finance industry, including local government, county, water and sewer, school district, hospital, senior care, housing, charter schools, social services, airports, and colleges and universities.

Mr. Rogers holds a B.A. degree from Tufts University and a M.B.A. from Cornell University.

He has also served as a board member for the Municipal Bond Club of Philadelphia.

William Bell, Senior Vice President

Mr. Bell has over 30 years experience in governmental administration and as an investment banker for local governments, school districts, water and sewer authorities, special districts and colleges and universities.

Mr. Bell holds a B.S. degree from Pennsylvania State University and a M.P.A. degree from Marywood University.
